The "lotto" is the state lottery in which people gamble on the choosing of numbers. "Hey God, did you catch Letterman last night?" In this case, "to catch" is a slangy way of saying to see. David Letterman is a well known TV talk show host. He says "I saw Letterman and it sucked." If something "sucks," it is of very poor quality.
